4 AWARDS CELEBRATING TEACHING

Butler-Cooley Excellence in Teaching Award (Due May 2, 2016)
This award consists of a $5,000 cash prize and honors teachers who have demonstrated their capacity to change the outcomes of students’ lives and the communities where they teach.

Rosenthal Prize for Innovation in Math Teaching (Due May 31, 2016)
Open to all math teachers across the country in grades four through 12, the annual Rosenthal Prize was designed by the National Museum of Mathematics to recognize and promote hands-on math teaching. One winner recieves a $25,000 prize, and one runner-up recieves a $10,000 prize.

The Presidential Awards for Excellence in Mathematics and Science Teaching
(Nominations Open Fall 2016)

The Presidential Award is the nation’s highest honor for teachers of mathematics and science (including computer science), and honorees serve as models for their colleagues, inspiration to their communities, and leaders in the improvement of mathematics and science education. Winners receive a certificate signed by the president and a $10,000 award.

Penguin Random House Teacher Award for Literacy (Due Sep. 1, 2016)
Recognizing innovative projects in support of cultivating literacy and lifelong readers, this award consists of $10,000, $5,000, and $2,500 grant awards. Teachers can apply or be nominated.

2016 Policy and Practice Institute: Delaware’s Conference on Public Education (Jun. 22, Dover)
The 14th Annual Policy and Practice Institute features keynote speaker Todd Whitaker. An authority on staff motivation, employee morale, and teacher and principal effectiveness, Whitaker has written 30 books, including the national best seller, What Great Teachers Do Differently.

PERSONALIZED LEARNING
TIP OF THE MONTH
Registration for spring 2016 session is currently open and will remain open until Sunday, April 10 for the facilitator-led courses. Courses begin April 6 and vary in length (five weeks or six weeks). The following facilitator-led courses are being offered in the spring 2016 session:
  • Introduction to Personalized Learning (five weeks/30 clock hours)
  • Blended Learning Utilizing Schoology (four weeks/20 clock hours)
  • Examining the Common Core Math Content Standards (six weeks/30 clock hours)
  • Implementing ELA-Literacy Common Core: Focus on Reading (six weeks/30 clock hours)

Grants and Summer Experiences to Support Teacher and Student Learning
Engage in a Summer Fellowship
Delaware Teachers Institute Fellowship (Due Mar. 3) Each year, the Delaware Teacher Institute (DTI) offers a limited number of fellowships for teachers to participate in content area seminars, and to learn the Teachers Institute approach to professional development. Participating school districts include: Appoquinimink, Christina, Colonial, New Castle County Vo-Tech, and Red Clay Consolidated School District.

Joint Science and Technology Institute for Students and Teachers (Due Mar. 4) The Joint Science and Technology Institute (JSTI) is an all-expense paid, one to two week residential STEM program for current high school STEM teachers and students. Participants will gain world-class laboratory research experience and mentorship by Department of Defense research scientists.

Educators as Catalyst State Policy Fellowship (Due Apr. 4) Delaware’s Department of Education is hosting a summer program for exceptional Delaware teachers and specialists who have a passion for education and want to gain hands-on exposure to policy work. Participants will receive a $2,000 stipend.

 

Apply for Grants Supporting Teacher and Student Learning

 

Teacher Development Grants (Due Jan. 15 – Apr. 15) The McCarthey Dressman Education Foundation Teacher Development Grants support small teams of teachers in the formation and implementation of groundbreaking K-12 classroom instruction. The grants provide opportunities for teachers to integrate fresh strategies that encourage critical inquiry and to observe their effects on students. The foundation awards grants to individuals in amounts of up to $10,000 per year for a maximum of $30,000 over three years.

 

 

Student Academic Enrichment Grants (Due Jan. 15 – Apr. 15) The McCarthey Dressman Education Foundation offers Academic Enrichment Grants designed to develop in-class and extracurricular programs that improve student learning. Grants provide funding for programs that nurture the intellectual, artistic, and creative abilities of children from low-income households. The foundation awards grants to individuals in amounts of $10,000 per year for a maximum of $30,000 over three years.

 

Toshiba America Foundation Grants (Due Aug. 1, Oct. 1, Feb. 1) Toshiba America Foundation (TAF) grants fund the projects, ideas, and materials teachers need to innovate in their math and science classrooms. TAF is interested in funding projects designed by teachers or small teams of teachers for use in their own schools. The foundation awards $1,000 grants for grades K-5, and awards up to $5,000 for grades 6-12.

 

Donors Choose (Ongoing) Post a project (i.e. books, technology, fieldtrips, etc.) on DonorsChoose, promote your project to reach your funding goal, and receive the goods you requested at your school.

Delaware’s 22nd Annual Inclusion Conference (Mar. 15, Dover) Delaware’s 22nd Annual Inclusion Conference will be hosted at Dover Downs and feature keynote Phil Strain on Inclusion Myths and Realities: Key Findings, Quality Indicators, and Longitudinal Needs for Children.

EdCamp Philly 2016 (Apr. 2, Philadelphia) EdCamp is organic, participant driven professional development. At an EdCamp, the participants set the agenda and facilitate sessions on teaching and learning.

Delaware’s Progress on Improving Testing

Recently, the Center for American Progress published a report called “ESEA Reauthorization: Implementing the Every Student Succeeds Act Toward a Coherent, Aligned Assessment System.” The big idea: The report highlights how ESSA maintains basic testing requirements, but has created an opportunity for states to be flexible in developing stronger testing systems without the pressure of NCLB’s exclusive focus on summative assessments. In short, ESSA is an opportunity to refine testing systems and pursue pilots for innovative assessments.

Here’s our analysis of CAP’s recommendations on how states can improve testing systems under ESSA, and the progress Delaware has already made toward meeting them.

 

cap1. Develop assessment principles. The report recommends that leaders and advocates should develop or adopt a set of principles that define a high-quality testing system for their state.

 

 

state-flag-delawareIt’s not clear whether a Delaware stakeholder group has formally developed (or adopted) a set principles. However, the Delaware Department of Education Assessment Overview includes some broad principles defining assessment and guiding the assessment inventory work.


cap2. Conduct alignment studies. According to the report, leaders should take a holistic look at their testing systems to ensure that students are tested on what they are learning, and that what students are learning aligns with state standards.

 

state-flag-delawareIn June 2015, Governor Jack Markell signed Senate Joint Resolution #2 requiring that DDOE create a formal assessment inventory process for all state and district level assessments currently being administered, and convene a committee of stakeholders to make recommendations on the appropriate amount and use of assessments in Delaware schools. Districts submitted their completed assessment inventories to DDOE at the end of last year, and the assessment inventory committee is scheduled to review inventories and finalize recommendations by June 30, 2016.


cap3. Provide support for districts in choosing high-quality formative and interim assessments. According to the report, not every district has the capacity to evaluate all of the formative and interim tests that are available, and states should address this challenge by either reviewing these tests and making available information about their quality and alignment with state standards, OR by providing their districts with professional development in conducting their own reviews and making informed decisions.

 

state-flag-delawareDDOE has made resources available to districts in order to support the assessment inventory process at the district level. This includes tools and guidelines developed in collaboration with Achieve, and a grant process to support any costs associated with the assessment inventory process. Grants were awarded to all 11 districts and charters that submitted grant applications. Additionally, the U.S. Department of Education recently released guidance on the use of federal funding to reduce unnecessary assessment and improve the quality of assessment. It’s not new money, but does clarify flexibility around existing federal resources.


cap4. Demand that test results are delivered in a timely fashion. CAP recommends that states push testing companies for faster turnaround time in the delivery of test results and that a policy of two months or less needs to be the norm when it comes to state testing programs.

 

state-flag-delawareThis year, parents and schools will receive score reports sooner. According to a Jan. 21 presentation to the Delaware State Board of Education, score reports for parents and schools will arrive in mail by July, and preliminary online scores will be available earlier—within a month of the student’s testing window.


cap5. Increase the value of tests for schools, parents, and students. CAP recommends that states partner with colleges to use the state-required high school exam as a college placement exam, and that states should consider replacing the required high school proficiency test with a college entrance exam (i.e. SAT).

 

state-flag-delawareDelaware has already announced that the SAT will replace the Smarter Assessment as the state testing requirement for high school juniors, beginning this spring. This will reduce the overall hours students spend testing and increasing the value of the 11th grade assessment to students.


cap6. Take advantage of the new ESSA assessment pilot program to design and implement truly innovative assessment regimes. While ESSA maintains the federal testing requirements, it also includes a pilot program that initially allows up to seven states to develop innovative assessment systems that provide valid, reliable, and comparable data on student achievement. CAP recommends that states take advantage of this flexibility in order to design and implement innovative assessments.

 

state-flag-delawareThis is a long-term opportunity that Delaware could explore and pursue. Some states have already begun exploring innovative competency based assessments. For example, New Hampshire has a pilot program that combines local and Smarter Balanced Assessment Consortium tests. Some other states are part of an effort to pool tests at the CCSSO Innovation Lab Network.


cap7. Develop better communication tools. CAP recommends that states develop clearer score reports that are accompanied by an explanation of how to interpret results, as well as the promotion of a website that provides a broad spectrum of sample test items that cover the range of potential testing topics and other FAQs about state testing programs, and train district and school leaders in how to communicate about test results to parents.

 

state-flag-delawareAccording to a Jan. 21 presentation to the Delaware State Board of Education, Parent Smarter Score Reports have been enhanced to be clearer and provide more meaningful explanations to parents, such as descriptions of student performance on each area of assessment, FAQs, and additional resources (i.e. standards). DDOE is also coordinating outreach and communications with districts and charters across the state, as districts and charters prepare to communicate test results to parents.

Hosted by the Rodel Teacher Council, the Personalized Learning Workshop will take place Saturday, Feb. 27, from 8 a.m. to 12 p.m, at St. Georges High School in Middletown, DE. A workshop for teachers, by teachers, attendees will learn innovative strategies to personalize instruction and connect with others. Teachers can earn three professional development clock hours.

Edcamp Philly 2016 (Apr. 2, Philadelphia, PA). Edcamp is organic, participant driven professional development. At an Edcamp, the participants set the agenda and facilitate sessions on teaching and learning. Learn more about Edcamp and register online.
